{"id":1218,"date":"2026-01-07T09:36:45","date_gmt":"2026-01-07T14:36:45","guid":{"rendered":"https:\/\/staging-portail.cgtsim.qc.ca\/service-de-recouvrement\/"},"modified":"2026-03-17T15:51:31","modified_gmt":"2026-03-17T19:51:31","slug":"collection-services","status":"publish","type":"page","link":"https:\/\/staging-portail.cgtsim.qc.ca\/en\/collection-services\/","title":{"rendered":"Collection services"},"content":{"rendered":"<div class=\"item wysiwyg component-heading\"  ><div class=\"container\">\n<h2 class=\"wp-block-heading is-style-h3\" id=\"what-you-need-to-know\">What you need to know<\/h2>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-list\"  ><div class=\"container\">\n<ul class=\"wp-block-list\">\n<li>After July 1 of each year, the CGTSIM issues school tax bills for all taxable properties within the territories served by the school service centres and school boards on the Island of Montr\u00e9al.<\/li>\n\n\n\n<li>In accordance with the <em>Education Act<\/em>, the owners concerned are required to pay this tax.<\/li>\n\n\n\n<li>If the bill amount is:<div class=\"item wysiwyg component-list\"  ><div class=\"container\">\n<ul class=\"wp-block-list\">\n<li><strong>Less than $300<\/strong>: a single payment is required;<\/li>\n\n\n\n<li><strong>$300 or more:<\/strong> two payments are allowed. The first instalment is payable on the 31<sup>st<\/sup>&nbsp;day following the mailing of the school tax bill, and the second instalment is payable on the 121<sup>st<\/sup>&nbsp;day after the bill is sent.<\/li>\n<\/ul>\n<\/div><\/div><\/li>\n\n\n\n<li>If payment is not made, <strong>daily interest<\/strong> is automatically applied. Interest is payable on school taxes at the rate applicable under the first paragraph of section 28 of the&nbsp;<em>Tax Administration&nbsp;Act<\/em> and is updated annually. For the 2025\u20112026 year, this rate is 8.00%.<\/li>\n<\/ul>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-heading\"  ><div class=\"container\">\n<h2 class=\"wp-block-heading is-style-h3\" id=\"collection-process\">Collection process<\/h2>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph\"  ><div class=\"container\">\n<p>The CGTSIM follows a progressive collection process for overdue accounts. The main steps are:<\/p>\n<\/div><\/div>\n\n\t<div class=\"item component-block-complete-ordered-list\" >\n\t\t<div class=\"container wysiwyg\">\n\t\t\t<ol class=\"block-complete-ordered-list\">\n\t\t\t\t\t\t\t\t\t<li>\n\t\t\t\t\t\t<h3 class=\"h5\">Payment reminder notices<\/h3>\n<p>Following the two due dates of the annual bill, reminder notices are sent to taxpayers with overdue accounts.<\/p>\n<p>At this stage, the account is not yet in formal collection; however:<\/p>\n<ul class=\"wp-block-list\">\n<li>Interest charges continue to accrue;<\/li>\n<li>An administrative fee of $15 is added.<\/li>\n<\/ul>\n\n\t\t\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t\t<li>\n\t\t\t\t\t\t<h3 class=\"h5\">Collection letter: Step 1<\/h3>\n<p>If the balance of the school tax bill from the previous year remains unpaid despite reminders, a first collection letter is sent, usually in April.<\/p>\n<p>This letter informs the owner that:<\/p>\n<ul class=\"wp-block-list\">\n<li>Arrears of school taxes and interest charges remain unpaid;<\/li>\n<\/ul>\n<p>An additional administrative fee of $15 is added.<\/p>\n\n\t\t\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t\t<li>\n\t\t\t\t\t\t<h3 class=\"h5\">Notification by a bailiff<\/h3>\n<p>If payment is still not received, a bailiff may visit the property to deliver the statement of account directly to the owner.<\/p>\n\n\t\t\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t\t<li>\n\t\t\t\t\t\t<h3 class=\"h5\">Transfer to an external bailiff firm<\/h3>\n<p>If no payment is received, the file is transferred to an external bailiff firm specializing in collections. The owner is then informed that legal proceedings may be initiated under the\u00a0<em>Education Act<\/em>, including:<\/p>\n<ul class=\"wp-block-list\">\n<li>The seizure and sale of the owner\u2019s movable property by a bailiff, or,<\/li>\n<li>The sale of the immovable property.<\/li>\n<\/ul>\n\n\t\t\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t\t<li>\n\t\t\t\t\t\t<h3 class=\"h5\">Notice of sale for non-payment<\/h3>\n<p>If the school tax bill for the two years preceding the current taxation period remains unpaid, a notice of sale of property for non-payment of school taxes is sent to the owner by certified mail, signed by the CGTSIM\u2019s General Management.
